SMEs need funds to computerize their productivity and competitiveness?

1. TVP

The Technology Voucher Scheme aims to subsidize the use of technology services and programmers by local SMEs to enhance productivity or upgrade their transformation.
TVP was launched in November 2016 on a pilot basis to subsidise local small and medium enterprises (SMEs) in using technological services and solutions to improve productivity, or upgrade or transform their business processes. Since 27 February 2019 converting the TVP into a regular funding programme under the Innovation and Technology Fund.

1.1 Eligibility:
Entities applying for funding under TVP must fulfill the following requirements:
  • Registered in Hong Kong under the Business Registration Ordinance (Cap. 310) (“BRO”);
  • With substantive business operation in Hong Kong which is related to the project under application at the time of application. An entity holding a “shell” business registration will not be regarded as having substantive business operation in Hong Kong.

1.2 Scope of Funding
  • Technology Consultancy
  • Purchase, Rental or subscription of customised equipment/hardware, software and technological services or solutions that form an essential part of the project. Includes subscription forms of technology services or solutions, such as cloud services.
  • The maximum audit fee to be counted towards the total project cost is $3,000.

1.3 Funding Amount
  • Funding up to $400,000 for each eligible entity will be provided on a 2:1 matching basis. The applicant must contribute no less than one third of the total approved project cost in cash. In other words, funding of no more than two-thirds of the actual project cost will be provided to an applicant on a reimbursement basis. Contribution by the applicant in kind will not be accepted. Expenditure items under an approved TVP project (including the parts contributed by the applicant and the Government) shall not receive funding support from other local public funding sources.
  • Each project should normally be completed within 12 months.

2. Retail Technology Adoption Assistance Scheme for Manpower Demand Management (ReTAAS)

The Commerce and Economic Development Bureau of the HKSAR Government sets aside $50 million for Retail Technology Adoption Assistance Scheme for Manpower Demand Management (ReTAAS) in December 2014, to provide funding support for retail enterprises to adopt technologies for manpower demand management purposes and help to enhance productivity.

2.1 Eligibility:
All non-listed enterprises registered in Hong Kong under the Business Registration Ordinance (Chapter 310) with substantive retail business operations in Hong Kong are eligible to apply, irrespective of their number of outlets.

2.2 Scope of Funding
Projects must be related to the management of manpower demand of the applicant. A list of typical technologies are as follows:
  • POS System (Point-of-sales System)
  • e-shop
  • Electronic Payment System
  • Inventory System

2.3 Funding Amount
  • Funding will be provided on a matching basis, i.e. enterprise will be funded for a maximum of 50% of the total approved project cost. Up to two projects from a single applicant may be approved, subject to the cumulative ceiling of funding support of $50,000.
  • Each project shall be completed within 6 months.
